The 10th IPAF Summit will welcome Accuria CTO Burkhard Heppe as a keynote speaker at the International Public AMCs Forum (IPAF) Summit & Conference on Non-Performing Loan (NPL) Management and Financial Stability in Emerging Markets, taking place 12–14 August 2026 at the Astana Congress Center in Kazakhstan.
Organised by the Asian Development Bank (ADB), the Ministry of Finance of Kazakhstan and the Fund of Problem Loans (FPL) JSC, the conference brings together policymakers, regulators, public asset management companies, financial institutions and industry experts to discuss the future of NPL management, financial stability and secondary credit markets across emerging economies.
Burkhard’s keynote, “From Transparency to Liquidity: Secondary NPL markets, Digital Platforms, and Data”, will explore how loan-level data, due diligence, digital platforms and technology can improve transparency, investor participation and liquidity in secondary NPL markets.
Burkhard is also one of the principal authors of the Asian Development Bank’s 2024 report, How to Build Nonperforming Loan Trading Platforms in Asia and the Pacific: Issues and Processes. Developed with contributions from IPAF member institutions, including KAMCO and VAMC, the report provides practical guidance for establishing NPL trading platforms across the region.
The discussion comes at a critical time. The latest ADB–IPAF NPL Watch in Asia 2025 highlights rising credit pressure across real estate, SMEs and retail lending, while pricing gaps, fragmented loan-level data, limited investor access and regulatory complexity continue to constrain secondary market activity.
As markets evolve, stronger data standards, more efficient due diligence and technology-enabled market access will be essential to building deeper, more transparent and liquid secondary NPL markets across Asia.
